Return on investment. Shrinking the car more than a couple of feet would be very difficult, and what does it gain? While driving it might save a foot or two per car. At driving speed we travel 88 feet per second and have a large distance between cars (it might not seem that way, but it is usually about 100 or 200 feet). The space saving is negligible.
